Cohesive force is stronger , when cohesive force is low then adhesive force dominate

Since water forms a concave up meniscus, theĀ adhesionĀ of the molecules to the glass isĀ strongerĀ than theĀ cohesionĀ among the molecules. However, in the absence of theĀ adhesiveĀ force (when water reaches the tip of the glass), theĀ cohesiveĀ force remains present.
